The DNR has been stocking muskie fingerlings into Lake Waveland for the past several years now. You don't hear of too many getting caught, though that doesn't mean they aren't in there. Local residents recently found this 38" fish that they estimated to be in the 16 pound plus category, so the ones that are surviving are growing quickly. I had also heard a couple reports of smaller fish being taken randomly from the lake earlier in the year. I would think bass anglers might be the most likely candidates to run into one of these larger fish given the lures they throw. A couple more fish this size start showing up and it won't be long before we see dedicated muskie hunters on the lake chunking their giant plugs and spinners.
