If you've paid attention to tourney reports on the major circuits over the past several years, you've probably heard a lot about the shad spawn bite. It was again a big factor in the recent Beaver Lake tourney, and will be happening on our waters very soon. What you may not have heard is some of the specifics surrounding what it actually is and why/how it occurs. Part of the answer in lake Powel anyway might be to insert "top" predators that can handle the Gizzards. Muskie or Muskie Hybrid anyone ? Look out for back draft. Track Record - Powel is guarded by idiots.
That fishery would absolutely swarm with snow birds. Think of the tourist dollars if nothing else. Since a truck load and a half come to Arizona in the winter (read two homes) in the winter, the place would be busting at the seams and it would balance the overall fishery. Using human nature to help man, help himself. Manipulation ? Nobody will ever notice. May work in other lakes as well.
